Audit Follow-Up: LBA Changes Approach to Aviation Security Recertifications and Provides Clarity

The German Federal Aviation Office (LBA) has released changes and clarifications regarding recertifications for aviation security in accordance with Implementing Regulation (EU) No. 2015/1998. The announcements pertain to handling missed safety culture training, as well as changes to learning assessments and training certificates. This applies to both online recertifications and corresponding in-person aviation security training.

Presumably, the impetus for these changes came from experiences during the first LBA audits this year, which placed particular emphasis on completing safety culture training by the end of the year 2022/beginning of 2023. Anomalies in compliance likely led to the LBA's publication today, which sets a deadline for implementing the mentioned changes by March 15, 2023.

Central Question: What to do in case of missed safety culture training?

The LBA makes it clear that missed safety culture training must be made up through a "full training" in aviation security. Continuing education in safety culture, which was permitted until the original deadline of December 31, 2022, is no longer possible!

The LBA makes clear that it is not enough to take another or repeated retraining class on aviation security, such as one that updates 11.2.6 to 11.2.3.9. The reasoning: All retraining classes on aviation security are still being provided without the security culture content, according to the LBA.

Furthermore, as the German Federal Aviation Office emphasizes, undergoing further or repeated recertification in aviation security, for example, from 11.2.6 to 11.2.3.9, does not achieve the desired outcome. This is because all recertifications in aviation security will continue to be conducted without the component on safety culture, according to the LBA.

For companies affected by missed safety culture training, we recommend either advancing an upcoming recurrent training in aviation security as a full training, or conducting an additional, time-saving aviation security training. The latter would preferably be an online training according to Chapter 11.2.7 of Implementing Regulation (EU) No. 2015/1998.

Changes in Certificates and Learning Assessments

According to the recent publication by the LBA, a significant change will be implemented in the administration of learning assessments. Starting from March 15, 2023, the final test for aviation security recertifications must also include questions about safety culture. This is despite the fact that content related to safety culture will still not be explicitly taught in the recertifications!

Additionally, as stated by the LBA, training certificates for aviation security recertifications will no longer carry the addition "without safety culture components" from the same date.
