Interim Module System: LBA Implements Temporary Solution for Aviation Security Training

The German Federal Aviation Office (LBA) issued Information No. 03/2023 on October 9, 2023, introducing an interim module system for aviation security training, which took effect on the same date. This measure stems from the new Aviation Security Training Regulation (LuftSiSchulV), which officially came into force on July 22, 2023, announcing a new training framework. However, as the LBA explained in an informational event today, the new system has not yet been finalized, necessitating the implementation of a temporary solution.

According to the LBA, the interim module system is an internal directive of the Federal Aviation Office. The LBA will continue to play an active role in developing the more comprehensive training framework for courses in accordance with Implementing Regulation (EU) No. 2015/1998, as announced in the Aviation Security Training Regulation.

Approvals Remain Valid for Now; Retraining Requirements Eliminated

In its statement, the LBA clarified that currently valid authorizations for aviation security training programs will remain in effect until their expiration date. However, the Federal Aviation Office did not comment during its informational event on whether existing authorizations would be grandfathered beyond the implementation date of a new training system, which has yet to be announced. The LBA also did not provide a timeline for when the new training system would come into force.

Even now—something that became clear during the LBA's informational event in May 2023—it is apparent that retraining from one aviation security course to another in its current form will no longer exist in the future. This is also reflected in the recently published interim module system, which provides a glimpse into the structure of the forthcoming training system. However, the LBA emphasized once again that, for retraining in aviation security as well, the grandfathering provision for already issued authorizations will remain in effect until further notice.

New airport module, integrated security culture, and 11.2.3.11

In addition to the overall simpler structure of the interim module system, the LBA is also introducing new elements. For instance, the content related to security culture is now fully integrated into all aviation security training programs in accordance with Implementing Regulation (EU) No. 2015/1998. The training content required for issuing an airport ID badge will now be found in the aviation security training under Chapter 11.2.6.2 (previously 11.2.6) of Implementing Regulation (EU) No. 2015/1998. These modules can be additionally covered in the so-called "airport module" if, for example, a aviation security training according to Chapter 11.2.3.6 is also intended for acquiring the airport ID badge. The interim module system also addresses the content of the aviation security training announced for January 2023 under Chapter 11.2.3.11 of Implementing Regulation (EU) No. 2015/1998, although, as the LBA states, this is "currently still under clarification".
