LBA Retracts on Inventory Protection of Aviation Security Training – ID Check Now Daily

Approved aviation security trainings will now remain valid beyond December 31, 2024. This is stated in the Operator Information 06/2024 published today by the Federal Aviation Office (LBA). Initially, all currently approved aviation security trainings under Implementing Regulation (EU) No. 2015/1998 were set to expire by the end of the year.

Operators of such training programs were instructed to resubmit them for approval by no later than September 30, 2024, under the new, nationally standardized training system that came into effect this summer. According to the LBA's announcement on June 20, 2024, this was necessary to ensure a one-time review of the submitted aviation security training programs in time for the year-end transition.

Requalification for Aviation Security Remains Possible, Identity Verification Now Online and Daily

With the protection of existing approvals for aviation security training under the module or interim module system, so-called "conversion trainings" for aviation security will remain possible within the jurisdiction of the Federal Aviation Office (LBA). Under the deadline set by the LBA in the summer of 2024, these trainings would have been replaced by the new nationwide uniform training system for aviation security training by December 31, 2024. Now, the end date of the currently valid approval for each conversion training is what matters.

The identity verification expansion previously announced by the Federal Aviation Office (Luftfahrt-Bundesamt, LBA) in the context of changes to the Aviation Security Training Regulation (LuftSiSchulV) is now a reality. In an appendix to the operator information 06/2024, the LBA announces that identity verification for individuals undergoing training must now be carried out daily, even for online aviation security training. Previously, the rule required such camera-based identity verification to be conducted at least once every eight lessons.

Despite the sudden reversal by the LBA: wingsacademy customers can stay relaxed.

The LBA does not specify the reasons for the reversal of the decision regarding the grandfathering of approved aviation security training programs under Regulation (EU) No. 2015/1998 in its operator information 06/2024 from November 8, 2024. The only detail mentioned in the same information is the postponement of the on-site inspections previously announced by the LBA, which is attributed to newly gained insights by the authority. Originally, the LBA’s approval process from summer 2024 required the submission of so-called processes and procedures, along with a positively completed audit, as a prerequisite for the review of newly submitted aviation security training programs.
