LBA Implements New Training System for Aviation Security Trainings – What’s Changing

It was announced back in 2023, and now it's official: As of July 1, 2024, the new training system will come into effect, bringing changes not only to aviation security training but also to the approval process and auditing of applicants, as outlined in the Operator Information from the Federal Aviation Office (LBA), No. 04/2024, dated June 20, 2024. What our clients should know, and what we are doing behind the scenes to ensure a smooth transition for you, is summarized in this news update.

Transitional Period Until the End of 2024 for Training – Including Requalification Training

With today’s announcement regarding the implementation of the nationwide training system as of July 1, 2024, the LBA (Federal Aviation Office) also announces a transitional period. Beyond the date when the current interim module system is replaced, training in aviation security may still be conducted with approved programs in accordance with Implementing Regulation (EU) No. 2015/1998 under either the modular system or interim modular system until December 31, 2024.

This deadline is particularly important because any ongoing aviation security training must be successfully completed by the trainees no later than this date. If this is not done within the specified time, the respective training will need to be repeated starting from January 1, 2025, using an aviation security training program approved under the new training system.

Especially with regard to the currently approved, shorter so-called requalification trainings for aviation security, this deadline also presents an opportunity! With the new training system, these requalifications will no longer exist. Therefore, it may be worthwhile to complete aviation security training—regardless of any remaining validity—sooner rather than later. As of January 1, 2025, all previous approvals for aviation security training based on the modular system or interim modular system will automatically expire.

LBA Training System: Changes in the LMS and New Online Trainings

Customers of AVIATICS or wingsacademy who use our aviation security training in accordance with Implementing Regulation (EU) No. 2015/1998 can relax despite the many things that need to be considered now. We take care of everything: from submitting the necessary documents to the Federal Aviation Office (LBA), to developing aviation security training according to the new training system, and providing the new online training programs along with the new certificates. Of course, we also ensure an efficient and smooth transition for all LMSiLearn24 – Next Generation administrators, controllers, aviation security officers (LSB), and of course, the learners themselves.

This sense of ease also applies to our customers in the wingsacademy online shop. All learners who have already started their aviation security training online will receive multiple reminders before the deadline at the end of the year to complete their respective online training. Already purchased and unused license codes will remain valid and can still be redeemed. Once we have received the new approvals for our aviation security training according to Implementing Regulation (EU) No. 2015/1998 under the new training system, the corresponding new online training will be assigned upon redemption of the license code.

New Airport Module and Integrated Security Culture Also in the Training System

With the new training system, the Federal Aviation Office (LBA) is adopting elements from the previous interim modular system. For example, the content on security culture is now firmly integrated into all aviation security training courses in accordance with Implementing Regulation (EU) No. 2015/1998. The training content required for the issuance of an airport ID badge is found in the aviation security training under Chapter 11.2.6.2 (formerly known as 11.2.6) of Implementing Regulation (EU) No. 2015/1998. Additional training can be conducted in the so-called "Airport Module" if, for example, an aviation security training under Chapter 11.2.3.6 is also intended for obtaining the airport ID badge.
